Increasing Transparency, Fighting Corruption, Improving Revenue Mobilization, and Strengthening Service Delivery at the Local Level

Abstract: Abstract: Over recent years, the ongoing decentralization processes of countries across the LAC region have coincided with the boom in natural resource commodity prices. The accompanying transfer of responsibilities – and resources – to subnational governments has posed important service delivery challenges for the region’s heterogeneous subnational governments with their differing needs and capacities, while also raising important questions about how to insure accountability, transparency, and the effective use of public resources. With the recent decline in commodity prices, these challenges have been further exacerbated as ensuring the availability of needed fiscal resources and the effective use of public funds have become even more important. Within this context, the presentation will focus on the common challenges being faced by national and subnational governments across the region today in the areas of transparency, corruption, revenue mobilization, and service delivery, as well as what governments are doing to address them.
